COVID-19: Continued coverage for early intervention services

This article is for early intervention providers

In response to the Massachusetts Division of Insurance (DOI) Bulletin 2020-19, issued June 8, 2020, we are extending coverage of early intervention services due to the COVID-19 public health emergency.

This applies to commercial members* receiving services June 1, 2020 through October 15, 2020 and who turn three from March 15 through August 31, 2020 if they meet these criteria:

  • Have been referred to their Local Education Agency to be evaluated for federal IDEA Part B (special education) services, but have not yet been evaluated to determine eligibility for Part B services due to delays from the COVID-19 public health emergency; or
  • Have a signed IEP and continued early intervention services are needed to support the transition to early childhood special education.

Note:
The extension of coverage can continue:

  • If the child meets either one of the above criteria until the Local Education Agency is able to both complete a comprehensive Part B eligibility evaluation and determine that the child has successfully transitioned to early childhood special education; or
  • Until October 15, 2020.
